Khartoum,12,9,2018,(SUNA) In a press release from Indian embassy in Sudan titled with “Ag-reement Signed for the Launch of Second Phase of Pan-Africa e-Network Project as e-VBAB Network Project and said “ After successful completion of the 5-year long first phase of Pan-Africa e-Network Project (for tele-education and tele-medicine ) in 2017, Government of India will be implementing the second phase of the project, which will be called e-Vidya Bharati and e-Aarogya Bharati (e-VBAB) Network Project, using more advanced technolo-gy. To implement the project, an agreement was signed on 10th September 2018 between Telecommunications Consultants India Ltd. (TCIL) and Ministry of External Affairs of the Government of India. The signing ceremony was attended, amongst others, by the African Diplomats resident in India.
2. The e-VBAB Network Project will be executed through a web-based portal. In order to operationalise the project, a Data Centre and Disaster Recovery Centre will be established in India along with Learning Centres in African countries. There will be two separate platforms for e-Vidya Bharati (tele-education) and e-Aarogya Bharati (tele-medicine) which will link, through a web-based technology, various educational institutions and hospitals in India and the participating African countries.
3. The e-VBAB project will be a digital bridge of knowledge and health between India and Africa. Over a period of 5 years, the project will provide free tele-education courses in various academic disciplines to 4000 students from African countries every year. Beyond the limit of 4000, students can enroll for the course on self-financing basis. Similarly the project will pro-vide free Continuing Medical Education (1000 every year) to African doctors/nurses/para-medical staff. Additionally, using tele-medicine portal, Indian doctors will provide free medical consultancy to African doctors regarding a patient who needs help in terms of consultation.
4. The e-VBAB Network Project will be completely funded by the Government of India for its entire duration and will be open for participation to all partner countries in Africa. The Pro-ject will be another important milestone in our development partnership with Africa.
5. The first phase of the project in Sudan was executed from Africa City of Technology in Khartoum (for Tele-education) and from Sennar Hospital in Sennar State (for Tele-medicine). Site For tele-education which was commissioned on 1st May 2011, a total of 579 candidates from Sudan were enrolled in the Programme. Five prominent universities from India ( IGNOU, Amity University, University of Madras, Delhi University and BITS Pilani) of-fered courses in Management, IT, Accountancy, English proficiency etc. For tele-medicine, commissioned at Sennar Hospital on 31st August 2011 Continued Medical Education (CME) and Medical Consultations were offered by the 12 Super Specialty Hospitals from India (like AIIMS, Delhi; FORTIS, Noida; Escorts, Delhi; CARE, Hyderabad; Apollo, Chennai etc.). To-tal number of CME sessions delivered through the first phase of the project at Patient end Locations in African member countries was 5838.
6. The Indian Prime Minister has set out ten guiding principles of India’s engagement with Africa recently and with this Government of India has put Africa at the top of India’s foreign policy priorities. This has been reflected in our enhanced engagement, including the fact that in the last four years, there have been 26 visits to African countries at the level of President, Vice President and Prime Minister in addition to several Ministerial visits”.
