In light of the use by the Janjaweed militia of shelter materials (tarpaulin) belonging to the UNHCR to cover their armored vehicles, the Permanent Mission of the Republic of Sudan in Geneva wrote to office of the United Nations High Commissioner for Refugees to draw attention to this serious violation of international humanitarian law and the UN Charter.
The Permanent Mission requested an explanation for the incident and the further measures the UNHCR would take in response to the Militia's exploitation of the Commision's name to serve its military objectives. International Humanitarian Law, the Four Geneva Conventions, and the UN Charter prohibit the use of any object belonging to the UN and its agencies in armed conflicts. In May 2024, elements of the Militia used the uniforms of the World Health Organization (WHO) during their military operations against civilians. The Government of Sudan, consequently, summoned the representative of the WHO for clarification, and lodged a complaint.
