Ministry of Digital Transformation Launches Phase Two of the 3×3 Digital Transformation Plan

After successfully completing and delivering the first phase of the 3×3 Digital Transformation Plan, the Ministry of Digital Transformation and Communications announced the launch of the second phase, continuing the national path toward a unified digital government that facilitates citizens’ daily lives, enhances the business and trade environment, and strengthens coordination among state institutions.
Minister of Digital Transformation and Communications, Ahmed Dirdiri Ghandour, affirmed that the achievements of the first phase were the result of outstanding Sudanese expertise that translated the vision into tangible accomplishments. He added: “Today, we confidently continue this path, relying on national competencies that have proven their ability to innovate and build. We are moving steadily toward a fully integrated digital ecosystem that provides a better citizen experience and paves the way for a more efficient and sustainable future.”
In line with this progress, the Sudan News Agency (SUNA) publishes the Vision Pathways that outline the key directions supporting the transition toward a comprehensive digital government.
Below are the Vision Pathways as published by the Sudan News Agency (SUNA), continuing the journey of hope toward a digital Sudan that provides faster services, an easier experience, and a better quality of life for its citizens.
The first pathway centers on citizen services, aiming to ease citizens’ daily lives by offering smoother and more flexible digital experiences. These services include the Ministry of Foreign Affairs’ consular services provided through six consulates to bring services closer to Sudanese abroad and enable the completion of consular procedures electronically without the need for physical presence or long waiting times. The Ministry of Interior provides the electronic visa, the No-Objection Certificate, and the “Yaqeen” verification services to establish a unified digital verification system that accelerates procedures, reduces errors, and delivers immediate and secure services for citizens and residents.
The Ministry of Higher Education offers unified university registration services that simplify the admission process through a single platform that saves time, reduces procedures, and ensures a smoother experience for students and their parents.
The second pathway focuses on private-sector services, empowering business owners and investors through a digital environment that simplifies procedures and supports growth. These services include business activity registration across all states and localities through the Ministry of Local Governance, facilitating the establishment of new businesses and expanding local investment opportunities via a unified digital platform.
The Ministry of Justice provides company and business-name registration to accelerate electronic registration processes and reinforce transparency in commercial transactions through a unified digital system. The Humanitarian Aid Commission offers organization registration and renewal, movement permits, material-distribution permits, and technical-study requests through an electronic system that streamlines procedures and enhances oversight and transparency in humanitarian operations.
The third pathway relates to government-sector services, enhancing the efficiency of government institutions and unifying their systems to deliver more integrated and reliable services. These services include the Secure Government Messaging Program of the Ministry of Cabinet Affairs, which facilitates the exchange of official correspondence and information among government institutions through a unified and secure system that improves efficiency and speeds up decision-making. The Central Bank provides the SUDAPAY instant-transfer application to deliver immediate and secure digital financial services that support payments and transfers and promote the transition toward a more inclusive digital economy. The Ministry of Digital Transformation and Telecommunications offers the UNIVERSAL SECURE – (CONSOLEX) unified API gateway, which integrates government systems and enables secure and seamless data exchange among institutions, paving the way for delivering interconnected and comprehensive services to citizens.
