Security Council Rejects Declaration Establishing Parallel Governing Authority in Areas Controlled by RSF militiaThe members of the UN Security Council rejected the announcement of the establishment of a parallel governing authority in areas controlled by the Rapid Support Forces (RSFl militia.

In a statement issued today by its President, the Permanent Representative of Panama to the United Nations, Eloy Alfaro de Alba, the Council expressed its members' rejection of the announcement of the establishment of a parallel governing authority in areas controlled by the Rapid Support Forces militia. They also expressed their grave concern about the repercussions of these measures, which pose a direct threat to the territorial integrity and unity of Sudan and threaten to exacerbate the ongoing conflict in Sudan, fragment the country, and worsen the already dire humanitarian situation.
The members of the Security Council unequivocally affirmed their unwavering commitment to the sovereignty, independence, unity, and territorial integrity of Sudan. They emphasized that any unilateral steps that undermine these principles threaten not only the future of Sudan but also peace and stability in the entire region.
The members of the Security Council also recalled resolution 2736 (2024), which demanded that the RSF militia lift the siege of El-Fashir and called for an immediate cessation of hostilities and de-escalation of the situation in and around El-Fashir, where famine and severe food insecurity are feared. They also expressed grave concern over reports of a renewed attack by the rebel RSF militia on El-Fashir.
The members of the Security Council urged the rebel RSF militia to allow unhindered humanitarian access to El-Fashir.
The members of the Security Council urged all Member States to refrain from external interference aimed at fueling conflict and instability, to support efforts to achieve lasting peace, to fulfill their obligations under international law, and to implement relevant Security Council resolutions, including resolution 2750 (2024).
The members of the Security Council also reaffirmed the Council's solidarity and unwavering commitment to continue supporting Sudan and its people in their aspirations to restore peace, security, stability, and lasting prosperity to their country for the benefit of all Sudanese.
The members of the Security Council reiterated their full support for the Secretary-General's Personal Envoy, Ramtane Lamamra, and his efforts with the parties and civil society to achieve a sustainable solution to the conflict through dialogue.
